I always (and I am based) default to Dark Elves and Bretons. Argonians suck. Water breathing is never needed, it's just useful if you get lost while under water. Morrowind at least lets you pearl dive, but you could just swim backup for water with any other race (ocean floor isn't deep). The devs missed a huge opportunity to create deep sea adventures.
