He's really not. In the first episode, you can look for example at when he says "I'll pilot it" after having Rei wheeled out in front of him. In the English it's with a big whine and a trailing-off voice, sounding as reluctant and bitchy as possible. In the Japanese he sounds decisive, no trailing off, "I'll do it." In fact his voice gets deeper than usual when he states that, rather than getting higher-pitched.

Go watch it. That line in particular is of huge import since it's the first episode and that scene is the first time we get to see any of Shinji's character. He doesn't want to do his father's bidding but he chooses to acquiesce to save the girl in front of him. That's a hero moment. It matters whether it gets robbed of impact by the voice actor.

I watched the first 4 episodes in the dub and then rewatched the whole thing in the sub. Despite an improvement, he goes from 1/10 to a 1.5/10, but everything else was also a better in the sub. The only way I could watch it again is if all his audio lines are cut out.
