Topaz labs for the initial sharpening, making sure to avoid any options that would retouch the face or details. Then, I find that taking the new enhanced image + the original into photoshop and blending the two with a simple opacity change goes a long way to hide the artifacts introduced by the topaz labs AI.

I remember using Topaz years ago for some old videos took a long long time to finish. They're probably more optimized for modern GPUs and tensor cores, how long is it taking to complete a stream
