Either the church people pulled some money together and made the road or one of the rich guys in the area financed it himself (many such occasions).

I have a rich friend and they built a house at the top of a village and the county was refusing to make a road (because no money) for years, and his parents and some other 2 rich guys who lived there just hired a company by themselves and paved the road, this happens a lot here.
