It's different in the US, not like Europe. Your ISP isn't required to give you up and there's nothing the copyright holder can really do. However, if your ISP gets too many complaints for you, they will cancel your service.
It's not your ISP that sees you downloading, It's whoever holds the copyright. They hire companies to monitor torrents, gather all the IP addresses, look up the ISPs, and send complaints to those ISP companies demanding the customer names so they can sue. The ISP does not have to give up their customers' names though, and they almost never do. If you download through a VPN, then the IP address points to the VPN. The copyright holder can demand the VPN company look up the customer based on their traffic logs... but most VPNs don't keep those kinds of logs for precisely this reason. So there's nothing anyone can do.

For every letter they send there is a case ticket with an ID, this remains in the "open cases" list until a reply has been received. If you say that you ceased, the ticket will close and become resolved. What you want to avoid is getting too many open tickets, because the automated monitoring system periodically makes these tickets from the monitoring logs.

At some point, I'll try again and port my app to one of them.

I got one to work just fine with VB.NET
On an OS other than Windows? Might be a VB specific thing, because to do it with C# has been a pain from the beginning. I use WPF for my Windows app, which is a great UI framework, but it's Windows only.
I think the more legitimately useful tool is kelley criterion for risk sizing, but that also takes legitimate effort that basically nobody here is going to want to put in
