They were a threat to the aims of both the UK and Russia, and both were too busy in their cold war with each other over the Balkans primarily, Russia wanting railways there for rapid deployment west during wars and the UK wanting to prevent that because it cut off their land access to India, as well as dealing with their own internal problems, to address their German problem sooner (and neither took Germany's rise too seriously initially because they thought it would fall apart, since the Germanic states were notorious for disagreeing with each other). Then, the Germans pushed France's shit in to become the dominant land force in Europe, became "Germans" and didn't fall apart, became a powerful ally to the ailing Austria-Hungary who were themselves expanding into the Balkans, started becoming the China of Europe by being the industrial powerhouse everyone outsourced to, started building up a navy that was quickly threatening the power of the UK's, etc. Even later in the lead up to WWII, the UK's defense treaty with Poland only applied in the event of a German invasion, which is why the UK told Poland to pound sand when they asked for help against the Soviets. So, the other anons aren't wrong that there was a focused effort against the Germans around both world wars, and that Hitler was taking back imperial German land that he and many others felt was ripped away from them (including all of their industrial land, taking away a nation's means of making money while crushing them with debts is intentionally malicious, and that's why even Woodrow Wilson threw his hands up and said the peace treaties were just for punishment and not actual peace at all).
